Dubai's residency and immigration authority, GDRFA Dubai, redesigned 18 of its services between 2023 and 2025 under the Services 360 policy. The average number of procedural steps fell from 49 to 15. The results were presented on 7 October 2026 at a Dubai government forum held at Jumeirah Emirates Towers.

What changed for applicants

According to the Dubai Media Office, average waiting time dropped from 11.7 minutes to 1.7. Service delivery time went from 69.3 hours to 4, and total completion time shrank to 2.7 hours, down from 51.3. Applicants now face one requirement on average, down from 8.3, and one visit instead of nine. Customer happiness rose from 92% to 99%.

Emirates 24|7 reported that seven services were improved in 2023, nine in 2024 and two in 2025. Lieutenant General Mohammed Ahmed Al Marri, the GDRFA's director general, said Dubai "has become a global benchmark for service excellence."

Services 360 covers more than the residency authority. It spans 1,474 services at 28 Dubai government entities. Across the whole policy, waiting time fell by 96%, visits by 85% and requirements by 61%.

What comes next

Al Marri, quoted by Gulf News, said the next phase ties in with a national overhaul of government services, which the UAE government plans to unveil in November. He said Dubai Residency is already working on services that anticipate what people need.

For residents and anyone applying for a visa in Dubai, this means fewer requirements and fewer trips to service centres.

The Dubai Media Office published the figures, and Emirates 24|7 also reported on the programme.
