GDRFA Dubai began issuing International Driving Permits at Dubai International Airport (DXB) on 14 September 2026. The desk sits in the Customer Happiness Centre in the Terminal 3 arrivals area and runs 24 hours a day. Each permit takes no more than five minutes.
The directorate set up the service with Amer, the Emirates Automobile and Touring Club and the Roads and Transport Authority (RTA). It is limited to UAE nationals and residents with a valid local driving licence. Applicants bring their Emirates ID, the licence, a passport copy and a personal photo. Linked government systems check the details automatically and approve the request on the spot. The announcement did not mention a fee.
Khaleej Times explained that the permit is valid for one year and works only alongside the holder's UAE licence. Until now there were two main routes. Applying online with the RTA costs Dh197, made up of Dh177 for the permit and a Dh20 fee, plus delivery. The Automobile and Touring Club charges Dh170 plus VAT. Its online requests usually take three working days, delivery up to five working days more, while a counter visit takes around half an hour.
Major General Khalaf Ahmed Al Ghaith, GDRFA's Assistant Director-General for Entry Permits and Residency, explained that the aim is to keep "the customer journey" central to smart travel. Ahmed Mahboob, who heads the RTA Licensing Agency, called the project a model of cooperation between partners.
Dubai residents who plan to drive abroad no longer need to arrange the permit in advance. They can pick it up at the airport shortly before a trip.
GDRFA Dubai announced the service, and Khaleej Times reported the fees for other routes.
